Founding and Offices

Founded in 1993 by 14 original partners, Tenet is headquartered in Xiamen and provides a full-range of legal services to an impressive array of high calibre foreign and domestic clients. To better serve our clients with interests in Southeast China, Tenet opened three branch offices in Quanzhou in 2002, Shanghai in 2002 and Longyan in 2004.

Qualifications and Background of Lawyers

Of Tenet's 67 licensed legal practitioners, half obtained masters or PhD degrees in law, four received legal training in the United States, Singapore and Hong Kong, and eight are certified as arbitrators by the Xiamen Arbitration Commission. Tenet has mature and diversified capabilities to provide a complete range of legal solutions for clients focusing on their needs.

Government Relations

Tenet maintains close working relationships with local and provincial government agencies, regulatory authorities and judicial officials, and is active in a variety of professional organizations in Fujian Province. Among the lawyers of Tenet, one is serving in the standing committee of the Xiamen People's Political Consultative Conference, three are serving as current advisors to the local government, eight are serving as the certified arbitrators of Xiamen Arbitration Commission and one is serving as the director of the All China Lawyers' Association (ACLA).

Biographies of Key Partners

Sun Weixing, the managing partner of the firm and a leading partner in the Real Estate and Construction Practice Group, focuses his practice on real estate and construction, mergers and acquisitions and corporate restructuring. Mr. Sun received an L.L.B. from East China University of Political Science & Law in 1983 and has been a practicing lawyer since 1986. Mr. Sun was recognized as an outstanding lawyer in Fujian Province and as an Excellent Lawyer by the All China Lawyers Association (ACLA) in 2005. Currently, Mr. Sun serves as a legal advisor to the local government, a director of the ACLA and vice-chairman of the Fujian Province Lawyers' Association.

Li Ming, a partner and director of Tenet's Quanzhou office, focuses his practice on criminal litigation and was recognized as a leading individual in this field in Fujian Province. Mr. Li received an L.L.B. from Southwest University of Political Science & Law in 1983 and has been a practicing lawyer since 1991. Mr. Li currently serves as a director of the Criminal Committee of Fujian Province Lawyers' Association.

Zeng Zhaowen, a vice director and convener of the firm's supervision committee, focuses his practice on finance, securities, mergers and acquisitions and corporate restructuring. Mr. Zeng received an L.L.B. from Southwest University of Political Science and Law in 1987 and an L.L.M. from Xiamen University in 2001 and has been practicing law since 1987. Additionally, Mr. Zeng was invited by the Ministry of Justice to take part in training courses on foreign affairs and interned with the Singaporean firm Allen & Gledhill Law Firm in 1988.
